KU football commitment Marcus Jenkins-Moore not going anywhere

Kansas University commitment Marcus Jenkins-Moore caused quite a stir late Wednesday afternoon, when he posted on both his Facebook page and his Twitter account that he had plans to take an official visit to Louisville.

Jenkins-Moore, one of the biggest KU supporters in the current recruiting class, hails from Louisville and the news spread quickly. Fans took to message boards and Twitter in search of answers, some going as far as to say their hearts dropped or that their days were ruined.

In the end, it all turned out to be much ado about nothing.

When reached by phone by the Journal-World, Jenkins-Moore said he was just ?bored? and simply was ?playin' around.?

Later, on the social media sites, he said he simply floated the fake message out there to see if KU fans would notice.

They did. And so did he.

Later, he returned to the popular sites to post the following soothing statements:

?I was just playin,? he wrote on Facebook. ?It's Rock Chalk til the death of me!?

As for Twitter, the Pierce Community College linebacker was busy responding to numerous KU fans but also fit in the following: ?Just playin around a lil bit! No worries ?#Kansas ! There's only gonna be one hat present in 7 days! Cracked a joke on my ?#KU family! Forgive me.?

Jenkins-Moore more is one of 15 players expected to sign national letters of intent next Wednesday, the first day of the regular football signing period.

Jenkins-Moore said he could not wait to make it official and that he had started a countdown for his arrival on campus.

As for his partner in crime, Pierce defensive tackle Marquel Combs, who was not believed to be in on the Twitter/Facebook prank, Jenkins-Moore said he thought Combs would be returning to Pierce for the spring semester to finish up classes that did not transfer and the two of them would report to Lawrence in June.

That was just his read on the situation, though, and by no means is official. Combs signed with KU in December and had planned to arrive on campus in time for the start of the spring semester but has not yet reported.

We'll keep an eye on that situation as well as Twitter, but don't expect any more jokes from Jenkins-Moore before next Wednesday.

NEW YORK (AP) ? Stocks edged higher on Wall Street, pushing the Dow toward 14,000, as investors digested the latest round of earnings and economic reports.

The Dow Jones industrial average rose 57 points to 13,939 points as of noon EST. The Standard and Poor's 500 rose five points to 1,505 points. The Nasdaq composite dropped less than a point to 3,153.

Stocks are approaching record levels after a January rally that has pushed the Dow 6.2 percent higher this month and the S&P 500 up 5.3 percent, its highest level since December 2007. Demand was bolstered after lawmakers reached a deal to avoid the "fiscal cliff" at the start of the year and by reports that have added to evidence showing that the U.S. housing market is recovering and the jobs market is slowly healing.

Homebuilder D.R. Horton gained $2.04 to $23.35 after it said that net income more than doubled as the housing recovery took hold. Improving home prices and better sales bolstered profits. Drugmaker Pfizer rose 83 cents to $27.67 after the company said its fourth-quarter profit more than quadrupled because of a $4.8 billion gain from selling its nutrition business, despite competition from generic drugs hurting sales.

Investor optimism was checked by a report that showed U.S. consumer confidence sank in January to the lowest level in more than a year as Americans fretted about the economic outlook and higher Social Security taxes. The Conference Board said that its consumer confidence index dropped to 58.6 in January, down from a reading of 66.7 in December.

Stocks also failed to get much of a lift from a report published before the market opened that showed the U.S. housing market is sustaining its recovery.

The Standard & Poor's/Case-Shiller 20-city home price index rose 5.5 percent in November compared with the same month a year ago, pushed higher by rising sales and a tighter supply of available homes.

"The turnaround in the housing market is for real," said Peter Cardillo, chief market economist at Rockwell Global Capital, who says the decline in consumer confidence will likely prove to be temporary as home prices rise. He predicts that the S&P 500 may climb as high as 1,575 this quarter as investor optimism about the economic recovery grows.

The Federal Reserve starts a two-day meeting Tuesday. Investors will also be looking at the release of their statement Wednesday for clues about the outlook for the economy and interest rates.

The yield on the 10-year Treasury note rose by 1 basis point to 1.97 percentage points. The yield on the note, which moves inversely to its price, rose briefly above 2 percent for the first time since April during trading Monday.

Other stocks in the news;

? Ford fell 81 cents to $12.97 despite reporting earnings that beat analysts' estimates. The automaker said that its losses in Europe would be bigger than it had previously forecast. The company's stock has advanced 56 percent in the last six months.

? Seagate Technology, which makes hard disk drives for storage, fell $3.25 to $34.16 after it reported a 13 percent drop in profits as expenses outpaced revenue growth.

? Software company VMware fell $20.05 to $78.27 after it said that it late Monday that it expects first-quarter revenue to come in lower than Wall Street analysts had forecast. The company is also cutting 900 jobs, or about 7 percent of its workforce.

Defense Secretary Leon Panetta announced last week that women would be allowed to serve in combat, opening hundreds of thousands of jobs to female soldiers. Explainer readers are wondering: Now that women can officially take to the battlefield alongside men, do they have to register for the Selective Service?

Not just yet. When President Jimmy Carter renewed the Selective Service in 1980 in response to the Soviet invasion of Afghanistan, Congress decided not to require women to register, in part because women could not serve in combat. Legislators also feared public outrage over ordering women to sign up for a potential draft, a move that would have been unprecedented in U.S. history. (One of the most effective arguments against the Equal Rights Amendment of the 1970s was the possibility that it would force women into the draft and military combat.) A group of men sued the government over the decision, arguing that the move violated the due process clause of the Fifth Amendment and the equal protection clause of the 14th Amendment. Although the challengers won in a lower court, the Supreme Court ultimately sided with the government in a 6-3 vote.

Neither Congress nor the administration has announced plans to open the Selective Service to women since last week?s historic announcement, but there?s a good chance that could change in the near future. The Supreme Court?s decision in 1981 was based largely on the exclusion of women from combat. If Congress doesn?t open the draft database to women in the near future, the Supreme Court might force its hand, deciding that there?s no legal basis for distinguishing between men and women anymore.

Long before America contemplated sending women into battle, Congress considered drafting them. During World War II, the military automatically discharged any member of the Army Nurse Corps who married, leading to a shortage of nurses. In 1945, the House passed the Nurses Selective Service Act, which would have required the registration of young women with nursing credentials. President Roosevelt pushed the idea in his State of the Union speech, but, with the war nearing its end, the Senate decided the historic move was no longer necessary.

Canada established its own National Selective Service Women?s Division during World War II, although it wasn?t equivalent to a draft. The agency was merely a resource to help match willing female workers with open industrial jobs in the country?s growing cities.

iPhone thief busted when his stolen iPhone is stolen again

Apple iPhones have become so prone to being snatched by thieves and robbers that the criminal act has inspired a nickname ??"Apple picking"?? as well as a significant spike in the New York City crime rate. And now and then, this Apple picking results in utterly bizarre stories.

Take, for example, the tale of a thief who stole an iPhone that another thief stole from a teenage girl.

The incident took place on a single day last November, according to?a recent story by the New York Times' Michael Wilson. It began when a 16-year-old girl's white iPhone 4S?? a last-generation device ? was snatched by a boy who'd approached her with two of his friends. The girl told two nearby police officers, who drove around with the teen in a failed attempt to find the boys.?Then one of the officers suggested calling the phone.

Imagine the officer's surprise when another police officer answered.

Turns out, when the boy attempted to sell the iPhone in another neighborhood, his would-be customer ??a man by the name of Jean Louis Colsun ??did something the kid should've been ready for. He grabbed the iPhone and ran. So the boy, like his own victim from earlier in the day, flagged down police officers.

The kid got creative too, a?public information officer for the New York Police Department's?Office of the Deputy Commissioner told TODAY.com. Rather than simply telling cops that Colsun grabbed his phone and ran away, the kid accused Colsun of trying to sell him his own iPhone, stolen at some other imagined point in time.?

Unfortunately for the young, imaginative thief, the officers looking into the two incidents caught on quickly. Both the teen girl and the boy were brought to the local precinct and asked to unlock the iPhone, which had a security code set up. The girl succeeded, the boy did not. Both the boy, who remains unnamed as he is a minor, and Colsun ended up in handcuffs while the girl got back her iPhone. ?

Quite a tale, no? The only thing stranger is that it's not even the first odd iPhone theft or loss story we've encountered.

In January 2012, "approximately 10" Berkeley?police officers investigated the theft of an iPhone reportedly stolen from the son of their commanding officer. Some of them crossed city limits for the search and claimed overtime.?In May 2012, a woman documented her stolen iPhone's adventures?on Facebook, thanks to photos which were automatically uploaded to her iPhone account.?In August 2012, New York Times technology writer David Pogue's lost iPhone was subject of a strange search which involved help from tech blog Gizmodo, Apple's Find My iPhone feature, and a police officer who happened to read about the whole incident.?Heck, even this reporter hasn't remained untouched when it comes to iPhone theft?? my iPhone 3GS was snatched right out of my hand in broad daylight a few years ago.

iPhone-related crime has gotten to the point that the NYPD?is actually blaming iPhone theft for rising crime rates in New York City. (Not surprising, considering that the number of Apple product thefts jumped by 40 percent in 2012.)?The NYPD went as far as to launch an initiative dubbed the "Anti-Apple Picking Campaign" in an effort to reduce Apple-related thefts. The ID program allows folks to register their devices so that they can be identified in case of theft. Additionally, devices can be taken to police stations to be engraved with a unique ID number.

While we do not know the impact this initiative so far, we predict the anti-theft program will be expanded beyond Apple targets once Google Glass launches. (If those white Apple earbuds catch the attention of thieves, just think of what an effect a gadget worn visibly, like a pair of glasses, might have.)

We don't dare guess when, if ever, the Galaxy S III, the iPhone's Android counterpart, will garner an equal amount of attention from the convoluted criminal underworld though.

Topless protesters take on elite Davos forum

DAVOS, Switzerland (AP) ? Three women angry over sexism and male domination of the world economy ripped off their shirts and tried to force their way into a gathering of corporate elites in a Swiss resort.

Predictably, they failed. The ubiquitous and huge security force policing the World Economic Forum in Davos carried the women away, kicking and screaming.

The women, from Ukrainian feminist activist group Femen, scaled a fence and set off pink flares in the protest Saturday. Their chests were painted with "SOS Davos," as they sought to call attention to poverty of women around the world.

Critics of the Davos forum say the business and political leaders at the gathering spend too little time doing concrete things to solve the world's problems and help the needy.

Former Square COO left amid sex harassment claims: company

SAN FRANCISCO (Reuters) - Former Square Inc Chief Operating Officer Keith Rabois left the company amid accusations of sexual harassment, the mobile payment company said on Friday.

"We took these allegations very seriously and we immediately launched a full investigation to ascertain the facts," Square spokesman Ricardo Reyes said in a statement on Friday.

The company said it has not found any evidence to support any of the claims, but said "Keith exercised poor judgment that ultimately undermined his ability to remain an effective leader at Square."

Rabois said the relationship, with an unidentified male employee of Square, was consensual and began before the person joined Square. "I realize that continuing any physical relationship after he began working at Square was poor judgment on my part," he wrote in a blog post on Friday.

Rabois said that the recent events were "the toughest, saddest, most frightening, and emotionally draining of my life."

Rabois, a former executive at eBay-owned PayPal who has a law degree from Harvard Law School, joined Square in 2010.

All signs point to a continued recovery in the commercial real estate market in New England and specifically in the Massachusetts market. Modest gains will continue to be seen in occupancy, rents and value in most commercial sectors. Although, the recovery has been slower than most would prefer, there should be a more noticeable gain in 2013, especially in the multifamily sector.

The multifamily market has been central to the economic recovery in the past year and will continue to lead it in 2013. According to the Commerce Department, builders broke ground on the most apartments Nationwide, since 2008 and multi -family construction has increased significantly in New England as a response to the strong rental demand. Over 8,000 units were permitted in 2012, and include almost 2,600 units in Boston alone. These new units in Boston consist of major new construction projects of a planned $200 million development consisting of 503 apartments in Boston's West End, 4 new apartment complexes on the waterfront and another 600 apartment units on the edge of what was the Combat Zone. This residential component will build a new vitality in the Downtown District that will open more construction opportunities.

Boston's vacancy rate is 3.6% as compared to the national vacancy rate of 4.3%, according to the National Association of Realtors. Apartment market conditions in most other New England regional metropolitan areas are also tight with Providence at a low of 3.8%. The average rents have increased across the region and depending on the submarket by 2 to 3%.

2013 will continue to see a healthy multi-family market with rents rising only slightly, due to a competitive market created by new construction.

By contrast to the multi-family market, the office sector, although improving, is still in a slow recovery. No drum rolls here yet. Though the National vacancy rate fell to 16.7%, it is still 2.7% higher than its 20 year national average of 14%. If there is good news in this sector it's that the boston office vacancy rate is more in line with the 20 year national average at 14.7%. The Boston's central business district absorbed in 2012, more than 1.2 million square feet of office space, and was in the top 10 strongest markets in the country. Two of Boston's top 2013 projects include offices for Liberty Mutual in the Back Bay and Vertex Pharmaceuticals in the Seaport District.

Leases continued to dribble in, with many small transactions, in the suburbs. As a result of this overall hesitant leasing activity, asking rents remained somewhat static, however the average suburban vacancy did end the year at a much lower 15.4%. This was due to overall suburban absorption of approximately 800,000 s/f with the largest gain centered along the Rte.128 Beltway.

Given the limited, below historic average, new construction, landlords will see modestly improved occupancy, and all signs point to an office market that will continue to chug along in 2013. No significant increase in rents will occur and any increase in property value will continue to result because of low interest rates. Traditionally wanting to stabilize properties with long term leases, landlords, would do well to limit the length of new leases and renewals in anticipation of a more active recovery in 2015.

Out of 200 U.S. retail markets, Boston placed #13 with a 6.9% vacancy rate. This compares to a national average vacancy rate of 10.7%. For the second year in a row, The New England retail sector was a bright spot, along with the multi family sector.

Holiday Sales increased in Massachusetts for the third consecutive year, contributing to a Happy New Year for the retail real estate sector, which will be reflected in additional percentage rent. Heavy discounting at the end of December contributed to the unexpected increase in holiday sales and was especially meaningful in light of the uncertainties of the "fiscal cliff".

Low vacancy has also encouraged and will continue to encourage new retail construction with soon to be completed Chestnut Hill Sq. across the street from the Chestnut Hill Mall, the first Target Store in the new Fenway Triangle in the Fenway area, a revived University Station project in Westwood, and a rejuvenated Newbury St. with an all time low vacancy rate of 3.5%. Over $2 billion of development is planned or in progress on Newbury St. and its adjacent areas, including an expanded Chanel Store, a Restoration Hardware in the old Louis Men's store building and redevelopment of the Copley Place Mall.

In 2013 we will see a stabilized vacancy rate and rents strengthening in the retail sector.

Finally, the industrial market improved considerably in 2012 with a major decline in vacancy. The warehouse sector experienced the most gain in occupancy with a decline in vacancy rate from 16.9% at the end of 2011 to 11.6% by the end of 2012. Flex and research/development, although experienced a lot of leasing activity, dropped from 16.8% to only 15.9% during that same period. This compares to an overall national industrial vacancy rate of 10.8% for both sectors.

Most of the leasing activity in the Boston and Massachusetts markets are being fueled by technology and life sciences. Nine out of 10 of the major biopharmaceutical companies have major research facilities in the Greater Boston market and many are expanding their local research and development operations which will require additional space.

Greater Boston will continue to see a dramatic expansion of the biotech sector in not only Cambridge but in Boston's Seaport District. New biotechnology related buildings under construction or recently completed included 4 in the Biotech corridor in Cambridge, 1 in the Longwood Medical Area, 1 in the Back Bay, 3 in the Seaport's Innovation District including a reuse of a rooftop for an organic farm. Biogen, Pfizer and Vertex Pharmaceuticals continued to be the leaders in the R&D expansion effort.

Jan. 24, 2013 ? Using a satellite X-ray telescope combined with terrestrial radio telescopes the pulsar was found to flip on a roughly half-hour timescale between two extreme states; one dominated by X-ray pulses, the other by a highly-organised pattern of radio pulses.

The research was led by Professor Wim Hermsen from The Netherlands Institute for Space Research and the University of Amsterdam and will appear in the journal Science on the 25th January 2013.

Researchers from Jodrell Bank Observatory, as well as institutions around the world, used simultaneous observations with the X-ray satellite XMM-Newton and two radio telescopes; the LOw Frequency Array (LOFAR) in the Netherlands and the Giant Meter Wave Telescope (GMRT) in India to reveal this so far unique behaviour.

Pulsars are small spinning stars that are about the size of a city, around 20 km in diameter. They emit oppositely directed beams of radiation from their magnetic poles. Just like a lighthouse, as the star spins and the beam sweeps repeatedly past Earth we see a brief flash.

Some pulsars produce radiation across the entire electromagnetic spectrum, including at X-ray and radio wavelengths. Despite being discovered more than 45 years ago the exact mechanism by which pulsars shine is still unknown.

It has been known for some time that some radio-emitting pulsars flip their behaviour between two (or even more) states, changing the pattern and intensity of their radio pulses. The moment of flip is both unpredictable and sudden. It is also known from satellite-borne telescopes that a handful of radio pulsars can also be detected at X-ray frequencies. However, the X-ray signal is so weak that nothing is known of its variability.

To find out if the X-rays could also flip the scientists studied a particular pulsar called PSR B0943+10, one of the first to be discovered. It has radio pulses which change in form and brightness every few hours with some of the changes happening within about a second.

Dr Ben Stappers from The University of Manchester's School of Physics and Astronomy said: "The behaviour of this pulsar is quite startling, it's as if it has two distinct personalities. As PSR B0943+10 is one of the few pulsars also known to emit X-rays, finding out how this higher energy radiation behaves as the radio changes could provide new insight into the nature of the emission process."

Since the source is a weak X-ray emitter, the team used the most sensitive X-ray telescope in existence, the European Space Agency's XMM-Newton on board a spacecraft orbiting Earth. The observations took place over six separate sessions of about six hours in duration. To identify the exact moment of flip in the pulsar's radio behaviour the X-ray observations were tracked simultaneously with two of the largest radio telescopes in the world, LOFAR and the GMRT.

What the scientists found was that whilst the X-rays did indeed change their behaviour at the same time as the radio emission, as might have been expected, in the state where the radio signal is strong and organised the X-rays were weak, and when the radio emission switched to weak the X-rays got brighter.

Commenting on the study's findings the project leader Wim Hermsen says: "To our surprise we found that when the brightness of the radio emission halved, the X-ray emission brightened by a factor of two! Furthermore the intense X-rays have a very different character from those in the radio-bright state, since they seem to be thermal in origin and to pulse with the neutron star's rotation period."

Dr Stappers says this is an exciting discovery: "As well as brightening in the X-rays we discovered that the X-ray emission also shows pulses, something not seen when the radio emission is bright. This was the opposite of what we had expected. I've likened the changes in the pulsar to a chameleon. Like the animal the star changes in reaction to its environment, such as a change in temperature."

Geoff Wright from the University of Sussex adds: "Our observations strongly suggest that a temporary "hotspot" appears close to the pulsar's magnetic pole which switches on and off with the change of state. But why a pulsar should undergo such dramatic and unpredictable changes is completely unknown."

The next step for the researchers is to look at other objects which have similar behaviour to investigate what happens to the X-ray emission. Later this year there will be another round of simultaneous X-ray and radio observations of a second pulsar. These observations will include the Lovell telescope at Jodrell Bank Observatory.

Prediction of Asian summer monsoon rainfall and tropical storm activity close at hand

Jan. 22, 2013 ? The amount of rainfall and number of tropical storms during the summer monsoon season greatly impact the agriculture, economy, and people in Asia. Though meteorologists and climate scientists have worked for years to develop helpful prediction systems, seasonal predictions of these two types of weather phenomena are still poor. Scientists working at the International Pacific Research Center, University of Hawaii at Manoa, have now made a promising breakthrough for predicting in spring both the summer monsoon rainfall over East Asia and the number of tropical storms affecting East Asian coastal areas.

The study is published in the January 21, 2013, Proceedings of the National Academy of Sciences.

The scientists have shown that both the East Asian summer monsoon and the storm activity in the western North Pacific are controlled by fluctuations in the western Pacific Subtropical High (WPSH), a major atmospheric circulation system in the global subtropics centered over the Philippine Sea. When this system is strong in summer, then monsoon rainfall tends to be greater than normal over East Asia, and in the western North Pacific there tend to be fewer tropical storms that make landfall.

With the help of computer modeling experiments, the scientists found that these summer fluctuations in the WPSH are more than 65% predictable in spring. When the Indo-Pacific warm pool shows a dipolar sea surface temperature anomaly (that is, an unusually warm Indian Ocean together with an unusually cool western North Pacific) or the central Pacific tends to cool in spring, then the WPSH will be strong and stable with ensuing greater summer monsoon rainfall over the East Asian monsoon front and the Ganges River Valley in India, but fewer tropical storms will affect East Asian coastal areas and the western subtropical Pacific. The team traced the rainfall and storm variability in the Asian monsoon region to the feedback occurring between the WPSH and the underlying Indo-Pacific warm-pool ocean.

"Our findings create a promising way for predicting monsoon rainfall and tropical storm days during the East Asian summer," concludes lead author Bin Wang, meteorology professor at the University of Hawaii at Manoa and faculty at the International Pacific Research Center. "As a first step, we use global general circulation models to predict the fluctuations in the WPSH, and then in a second step, we use this forecast to predict rainfall and storm days in regional analyses. We have done hindcasts from 1979 to 2009 using this approach and have found substantially improved skills over the use of dynamical climate models in predicting the East Asian Summer Monsoon rainfall and tropical storm activity."

Goldman seeks to block vote on independent chairman

(Reuters) - Goldman Sachs Group Inc wants to block a shareholder vote on a proposal to require an independent chairman, trying to halt the latest effort to split the CEO and chairman positions, currently held by Lloyd Blankfein.

Last year, the New York investment bank headed off a similar proposal from another group by appointing a lead independent director on the board.

Beverly O'Toole, Goldman Sachs associate general counsel, sent a letter to the U.S. Securities and Exchange Commission on January 16 seeking permission to exclude the shareholder proposal from the annual proxy, calling it "inherently vague and indefinite."

CtW Investment Group, which works with union pension funds with more than $200 billion in assets, submitted the resolution in December. The group's proposal called for a board policy requiring the chairman to be a director who has not previously been the CEO and who is independent of management.

Shareholders will vote on proposals included in the proxy filing at the company's annual stockholder meeting.

Michael Pryce-Jones, senior research analyst with CtW, said the group was disappointed with Goldman's effort to block the proposal for what he called "nit-picky" reasons. The company needs an independent chairman because that position would set the board's agenda and provide additional oversight, he said.

Last March, the American Federation of State, County and Municipal Employees dropped its proposal to split the posts after Goldman agreed to create the lead independent director position, which is held by former insurance executive James Schiro.

Naming a lead director "was a move in the right direction, but it's clearly not enough," Pryce-Jones said. Goldman Sachs and the SEC declined to comment.

In recent years, a number of banks have faced shareholder proposals to split the chairman and CEO positions, in hopes of creating more checks and balances on top management.

The resolutions have produced mixed results. In 2009, former Bank of America Corp CEO Ken Lewis lost his chairmanship after shareholders approved such a proposal. Wells Fargo & Co shareholders last year voted down such a resolution.

This year, investment bank Morgan Stanley plans to omit a proposal to split the chairman and CEO jobs because the shareholder did not show that he met the minimum share ownership requirement, according to a letter sent to the SEC. The SEC did not object, according to a January 15 response.

Clinton: 'very promising leads' on Benghazi attack

WASHINGTON (AP) ? Secretary of State Hillary Rodham Clinton says the FBI is "following some very promising leads and putting together cases" as they investigate the Sept. 11 attack on the diplomatic mission in Benghazi that killed the U.S. ambassador to Libya and three other Americans.

Clinton told lawmakers on Wednesday that she had gotten an update on the probe in recent days from FBI Director Robert Mueller, who returned from a trip to Libya last week. She said the FBI is now trying to determine "how best to respond" to the leads they have.

But Clinton vowed that those responsible for the attack would be brought to justice even if it takes some time.

"We will respond," she said.

Clinton sends jailed Ukrainian ex-PM message of support

KIEV (Reuters) - The United States on Tuesday sent a message of support to jailed Ukrainian ex-prime minister Yulia Tymoshenko, ignoring new accusations against her by Ukrainian authorities relating to the killing of a business rival 16 years ago.

Tymoshenko is already serving a seven-year jail sentence for abuse-of-office meted out in October 2011 after a trial which the West said smacked of selective justice by the leadership of President Viktor Yanukovich.

Authorities have since piled up fresh charges against the 52-year-old politician, the most serious being last Friday when Ukraine's chief prosecutor said she was also suspected of ordering the contract killing of a parliamentary deputy and businessman in 1996.

In a letter to Tymoshenko, text of which was released by her party Batkivshchyna, outgoing U.S. Secretary of State Hillary Clinton said she was following Tymoshenko's plight with great concern.

"I ... want to reaffirm that the United States supports your immediate release. I hope the New year brings new prospects for your release and wish you a return to good health," the letter, which was passed on to Tymoshenko via the U.S. embassy, said.

The timing and wording of the message suggest the United States sees the new charges against the opposition leader as also being part of a political campaign against Tymoshenko, who is Yanukovich's fiercest rival after being narrowly defeated by him in a run-off for the presidency in February 2010.

Tymoshenko, the heroine of street protests in 2004 called the "Orange Revolution" which overturned the old post-Soviet order, is serving a jail sentence for abuse of office as prime minister.

That charge relates to a 2009 deal with Russia which the present government says saddled the Ukrainian economy with an exorbitant price for imports of Russian gas. She has denied any wrongdoing and says she is the victim of a political vendetta.

BACK TROUBLE

The United States and the European Union have supported Tymoshenko and the EU bloc has shelved agreements on free trade and political association with Ukraine over the issue.

In what appeared to be the beginning of a new, more serious case against her, Ukraine's chief prosecutor Viktor Pshonka last Friday said that Tymoshenko, a gas trader in the 1990s, had conspired in ordering a $2.8 million "hit" against powerful businessman Yevhen Shcherban.

Shcherban was shot dead in 1996 at an airport in the eastern city of Donetsk by attackers disguised as airport mechanics, along with his wife and several bystanders.

If convicted of Shcherban's murder she could face life in prison, Pshonka said in remarks carried by Interfax news agency.

Since being jailed in the eastern city of Kharkiv, Tymoshenko has spent much of the time in hospital for back trouble, causing a second trial on charges of embezzlement and tax evasion to be postponed repeatedly.

Tymoshenko said on January 8 she was launching a disobedience campaign in protest at measures such as the installation of video cameras in her hospital quarters. She has refused to return to her hospital bed and has been sleeping in a chair in the hospital corridor and latterly in an adjoining shower room, her family says.

Tymoshenko's daughter, Yevgenia, said earlier on Tuesday her mother's health was rapidly deteriorating. "Her conditions are intolerable. Her situation has sharply worsened. She cannot move or stand now," she told a Kiev news conference.

She denied the new charges against her mother. "They always accuse political prisoners of criminal deeds. That is why they are going through the motions of accusing my mother of murder: the motives are, of course, political," she said.

National sanctuary gets 1st chimps from La. lab

NEW ORLEANS (AP) ? The first chimpanzees from a south Louisiana lab have arrived at the national sanctuary for retired federal research chimps, with a recommendation for hundreds more to be sent there from other laboratories around the country.

Nine chimps came to Chimp Haven outside Shreveport on Tuesday from the University of Louisiana at Lafayette's New Iberia Research Center, which no longer has an NIH chimp research contract. Seven more are expected Thursday and another 95 will arrive over the coming months, sanctuary officials said.

As the New Iberia animals arrived, a National Institutes of Health committee was recommending that all but about 50 of the agency's hundreds of research chimpanzees should be retired to the national sanctuary in Keithville, and all of them should have plenty of room to play.

Chimp Haven was created on 200 acres of a Caddo Parish park in Keithville.

"We should see more than 300 chimpanzees getting moved to the federal sanctuary system," said Kathleen Conlee, the Humane Society of the United States' vice president for animal research issues.

The NIH proposal, which will go to the agency's director after a 60-day period for public comment, also calls for major cuts in grants to study chimps in laboratories and no return to breeding the great apes for research.

"The report made it very clear that the federal sanctuary system is the most appropriate place for these animals," Conlee said.

She said she was disappointed by the recommendation to keep a group of about 50 in case further research on chimpanzees is approved.

"But I'm glad they made clear those animals should be kept to much higher standards than they are currently being kept in," she said.

Chimpanzees should be kept in groups of at least seven, with about 1,000 square feet of outdoor space per chimp ? roughly one-sixth of an acre for a group of seven, according to the proposal.

The space must include year-round outdoor access with a variety of natural surfaces such as grass, dirt and mulch, and enough climbing space to let all members of large troupes travel, feed and rest well above the ground, and with material to let them build new nests each day, the report said.

Chimp Haven's enclosures range from a quarter-acre to five acres, some of them forested and all with climbing structures.

The announcement of its first animals from the University of Louisiana at Lafayette's New Iberia Research Center was delayed a day to keep stress on them to a minimum, officials said.

"Understandably, the chimpanzees are nervous when they arrive, and we do everything possible to ease their stress. That includes limiting the number of people in the area to only those who are required to help with the chimpanzees. We also must minimize the risks of the chimpanzees being exposed to communicable diseases," veterinarian Raven Jackson said in the news release.

A $30 million cap on total spending for construction and care of Chimp Haven's retirees has been looming. That would stop NIH from contributing 75 percent of the $13,000 annual cost to care for each federal chimpanzee.

Conlee said the Humane Society will urge Congress to move money now spent on research contracts to Chimp Haven. The sanctuary gives the animals better care for less money than the labs are paid, she said.

Three wounded in Texas college shooting

A maintenance worker was wounded in the crossfire during a shooting at a Texas community college on Tuesday, school and police officials say.

The shooting on Lone Star College's North Harris campus began when an altercation involving two individuals escalated shortly before 1 p.m. local time, according to police. The maintenance worker suffered multiple gunshot wounds and is listed in serious condition. A second victim, thought to be a student, suffered an apparent heart attack during the incident. Both victims were conscious when they arrived at the hospital, officials said.

One of the suspects was taken into custody at the scene, while a second fled the campus on foot. According to a Harris County Sheriff's Maj. Armando Tello, five law enforcement agencies searched a wooded area near the school, where the second suspect was taken into custody. Both suspects, whose names were not released, were also wounded. Charges have yet to be filed.

"We do know a handgun was involved," Tello said, adding that at least one of the suspects was carrying a student ID.

According to Lone Star College chancellor Richard Carpenter, the shooting occurred between an academic building and the library on the campus, located 20 miles north of downtown Houston.

An alert posted on the school's website shortly before 1 p.m. warned students to take shelter. "LSC-North Harris is locked down," the alert read. "Students, faculty and staff are advised to take immediate shelter where you are. Do not enter the campus until notified further." Four nearby schools were placed on precautionary lockdown.

Aerial footage showed SWAT team members evacuating students from several buildings on the campus as ATF, FBI and local police searched the wooded area.

In interviews with local media outlets, students described a chaotic scene. A female student told KTRK-TV she heard five shots fired in an area between the library and the cafeteria. Other students said they heard gunshots when they were in cafeteria.

"I was just sitting in my room academic building, room 163 when I heard gun shots," Twitter user @Amandaplease223 wrote. "Rapid shots. In the hallway."

The Lone Star College system has a total enrollment of more than 90,000 students across six campuses, according to its website. About 10,000 people attend classes at Lone Star College-North Harris.

The shooting comes a little more than five weeks after 26 people?including 20 children?were killed when a gunman opened fire at Sandy Hook Elementary School in Newtown, Conn., sparking a national debate on gun control.

Guns are not allowed to be carried on college campuses in Texas. But earlier this week, Texas Sen. Brian Birdwell introduced legislation that would allow students to carry concealed weapons "on university property for personal protection."

According to the school's website, Lone Star College prohibits "knowingly, intentionally or recklessly" setting foot on school property with a firearm.

The website also includes an extensive section on what to do in an active shooter situation. It reads in part:

If they do start shooting people, you need to make a choice: stay still and hope they do not shoot you, run for an exit while zigzagging, or attack the shooter.

If you chose to run, a zigzagging moving target is much harder to hit than a straight runner.

Playing dead may also be a consideration.

It is not a recommendation to attack the shooter, but remember that you have a choice to fight when there are no other options.

The last thing that the shooter will expect is to be attacked by you.

As previously reported by news corp. Frettabladid, the project is part of a national campaign that aims for a large scale implementation of electric cars in Iceland. Iceland is very suitable venue for electric vehicles due to the fact that most of the countrys electricity is derived from a combination of hydro power and abundant geothermal resources, making the electric supply extremely economical versus expensive imported gasoline.

According to Gisli Gislason, Chairman and CEO of Northern Lights Energy, Fifty Icelandic companies and government offices, including the Ministry of the Environment, have signed up and will host electric vehicle charging and convert their fleets to electric vehicles. Report: Turkish lawyers jailed for militant links

ANKARA, Turkey (AP) ? Turkey's state-run news agency says a court has charged nine lawyers, including prominent human rights defenders, with membership in an outlawed leftist militant group and ordered them arrested pending trial.

The lawyers were detained last week in a nationwide police crackdown on people allegedly linked to the Revolutionary People's Liberation Party-Front, which advocates a Marxist state and has claimed responsibility for a number of assassinations and bombings since the 1970s. The group has been relatively quiet in recent years.

Close to 70 other people also were detained for questioning in the sweep.

Anadolu Agency said the lawyers charged Monday include Selcuk Kozagacli, head of a lawyers' association.

Human rights groups frequently accuse Turkey of using its broad-based anti-terrorism laws to jail activists and journalists and of curbing freedoms.
